Creation of Volunteer Community Parliaments for the promotion of collective integrity, transparency and credibility in the management of community …and reconstruction projects in the territory of Uvira (DR Congo.)

The programme: In DR Congo, many projects are started but don’t go up to their end, also many projects are done not according to the donor’s design. Funds are not always spent properly by lack of integrity during execution of projects. Also, after a project there is no proper mechanisms put in place to ensure follow up and monitoring measures. This programme will be done to ensure that communities (beneficiaries) are organized to monitor projects of reconstruction in their area. Also, this programme will ensure that monitors (Clubs of volunteers) come from within the community and report to the community gatherings ( Baraza ) and form a lobbying force from within the community ( Community Parliament) to address and publish results of the monitors work. Fondation Chirezi will be a medium which will facilitate all the processes of the programme.

Objectives:
Global objective: Ensure transparency and integrity in the management of national and community projects.
Specific objectives : - Create community parliaments to be the bridge between deciders and communities in execution of reconstruction projects. - Ensure the active participation of community in planning, execution and evaluation of projects of reconstruction and development -Monitor the execution and realisation of reconstruction projects and ensure they are done according to the satisfaction of donors, government and beneficiaries (communities) - Help to organise local community in ensuring that reconstruction projects are well done for the benefit and interest of community.
